This study by Cranfield University for Defra examined the food industry's ability to plan for, and cope with, risk. The risks highlighted include terrorist attacks, food safety failures, transport disruptions and so forth.
The report notes the industry's focus on 'lean production' and just in time supply, with minimal stocks held in the system means that disruptions could quickly lead to shortfalls in supply. While climate change is not mentioned, clearly weather-related disruptions could lead to similar outcomes.
