On December 1 2008, the CCC (Committee on Climate Change) published its first report setting out what interim GHG reductions are needed in order that the UK can achieve its legally binding 80% reduction in GHG emissions by 2050. The report provides two sets of 'carbon budgets' - the Intended budget being what the UK should achieve if a global deal on climate is achieved, and the Interim budget on what the UK should aim for in the period before a global deal is reached.

The Intended budgets require an emissions reduction of 42% in 2020 relative to 1990 (31% relative to 2005). The Interim budgets require a 34% emissions reduction in 2020 relative to 1990 (21% relative to 2005).
